The Multi-Tiered Competition Structure
In Himachal Pradesh, competitive examinations are multiple overlapping races. While the Unreserved (General) category has the highest number of vacancies, the competition is also the most intense.
Categories like OBC, SC, ST, and EWS provide vertical reservation, while horizontal reservations (Ex-Servicemen, PwD, and Freedom Fighter wards) add specific allocation rosters.
Vertical Reservation

How Merit Migration Works
Reserved-category candidates who score high enough to clear the General (UR) cutoff without age or fee relaxations are adjusted against General seats.
This migration frees up reserved seats for other candidates in that category, lowering the effective category cutoff rank.
The EWS Category Requirements
The Economically Weaker Section (EWS) is a 10% vertical reservation for General candidates whose family income and land assets fall below state limits:
- Must hold a valid EWS certificate issued for the current financial year.
- Assessed on total family gross annual income (< ₹4 Lakh in HP) and land holdings.
- Expired certificates at document verification lead to automatic reallocation to UR.

Can other-state candidates claim SC/ST/OBC quota in HP exams?
No. Reservation benefits are exclusively reserved for Bonafide Residents of Himachal Pradesh. Candidates from other states are considered under General (Unreserved).
Is OBC certificate valid indefinitely in HP?
No. OBC Non-Creamy Layer (NCL) certificates must be renewed periodically (usually valid for 1 year in HP) to verify continuous NCL eligibility.
